Is this for your mini-note? Are you going to solder it to the board your self?
The nano is pin compatible, that does not mean chip set compatible, at least not without a BIOS update from VIA or HP.

Anyone know when they will sell the processor to average users?
Also, which one would be a good replacement for the 1.6 ghz c7-m?

That is correct. I'm sorry pjdonovan, but upgrading the CPU in a Mini-Note isn't really possible unless you have some rare desoldering skills and access to highly specialized equipment. Also, VIA sells most of its CPU chips already installed onto a motherboard, or else directly to a major vendor such as HP. It is hard for an individual to purchase a single VIA CPU.
There are various rumors about when the Nano based Mini-Notes will be coming out. I track this issue quite closely, and you can find a number of posts I have made in the "News and Rumors" forum. I have heard that HP will be releasing new Mini-Notes in October. I have also read that Nano based Mini-Notes will be coming out in January. There might be an Intel Atom based Mini-Note lookalike that is cheaper, but without the high quality metal case and high resolution screen. Who knows?
If you are keen on a Nano based Mini-Note, keep an eye on the "News and Rumors" forum. As soon as I find out something from one of the websites I track, or get a Google Alert message, I'll let everyone in the HP2133Guide.com community know.

If someone is feeling really adventurous, you could purchase the board with the new nano on it, desolder it and put it on the mininote. 'course, this all is a shot in the dark. While I vaguely remember some info stating the current mininote 'could' support the new nano processor chipset wise, it may not be possible.
Didn't someone recently do a soldered processor swap one one of the other mininotes?
